Invoice number always 1

After updating to v.2.3.13, invoices always appears with #1.
Invoice number options are:
- Sequential
- Next: 834
- Digits: 4
- Prefix: F-
- Format: [Y]-[number]
What’s the reason that always invoice numbre are: 2015-0001
