Invoice is not created for new orders automatically when orders on-hold

Hi,
When WooCommerce order is received by default it is on-hold. Order confirmation email is sent to the customer. In Invoices – General – Email Options – Attach to Emails we have selected to include Order on-hold. However when new order is received, invoice is not created automatically hence it is not attached to initial order confirmation email that customer receives.
Should this be working?
