Invalid shipping method for international order

Hi there (first post),
We are using WooCommerce version 2.4.12 and our international pre-order customers are now getting an “invalid shipping method” error when trying to place an order, which I can reproduce. I’ve checked the other posts and made sure the settings are as per previous suggestions (selling location=all countries, ship to=all countries, international flat rate shipping is enabled, etc.). We have free shipping for US/Canada enabled. International pre-orders placed in early 2015 were successfully processed. FYI, we are in Canada and the customer experiencing the problem is in Israel. Any suggestions?
