“Invalid Payment Method” on RFQ

I have the RFQ enabled but on the checkout page on the bottom above “submit quote button” there is this message:
“Sorry, it seems that there are no available payment methods for your state. Please contact us if you require assistance or wish to make alternate arrangements.”
When I click on the submit quote button, on the top of the page a message is displayed: “Invalid payment method”.
I do not have any payment methods set up on the payments tab (because I do not want to make the customers submit a payment, only a quote request). And also, the RFQ method type is hidden, I do not see it as an option on the payments tab.
In the RFQ-Toolkit tab, I have RFQ selected as the checkout option.
