International Shipping Failing

So the setting to allow to Ship internationally using other carriers has been enabled.

However, when I try checkout using an international address I get the following error:
Failed to add shipping. Try changing Area/Suburb to a different setting and then back again.

The Suburb block also randomly appears in the top left of the page.
