    I have the same issue as reported by vladicorp:

    International customer can check out using PayPal Express on our website (e.g., choosing the ‘Checkout with PayPal’ button on /cart), specify an international address within the PayPal interface, and get free US shipping if they haven’t run the ‘calculate shipping’ option on the /cart page.

    Surely the admin interface could have a setting to force the calculation of shipping for those who want to enforce Woocommerce shipping rates instead of PayPal account shipping settings?

    Thanks for the reference to @vladicorp’s post – I’ll continue to answer separately in case they’re unrelated issues.

    I’ve tested this and wasn’t able to reproduce it on my own site.

    Here’s what I did:

    1. Visit site from outside US (Sweden)
    2. Add item to the cart
    3. On the cart page, click “Checkout with PayPal”
    4. Checking out with a PayPal sandbox user with location: Sweden
    5. PayPal shows subtotal + shipping (currently set up as flat rate): https://cld.wthms.co/mQVd/3fmjPk31
    6. Returned to the WooCommerce checkout page, where the same options and totals are showing: https://cld.wthms.co/y6V0/608mL1Vi

    Can you explain further where this is going wrong for you?

    @sholly2 Can you let us know if you’re selling and shipping only to specific locations? We’ve found that PayPal Express Checkout isn’t honoring those settings, so customers from excluded countries are able to place orders and are assigned a shipping rate.
