    International customer can check out using PayPal Express on our website (e.g., choosing the ‘Checkout with PayPal’ button on /cart), specify an international address within the PayPal interface, and get free US shipping if they haven’t run the ‘calculate shipping’ option on the /cart page.

    Is there any way this to be changed ? Maybe making a change to force a customer to choose their shipping country on the cart page (and update shipping options accordingly) before they can proceed to ‘Checkout with PayPal’ on the /cart page only

    For example I am opening the website outside of USA, I am clicking on the PayPal Express Checkout button and I am taken to the Billing page where I can see I have shipping option’s the once which are for USA and not the once which are for Rest of the World set-up in Woo Commerce.

    Hey there!

    I’m very sorry for the delay!

    I’ve been trying to replicate this and haven’t managed so far. Here’s what I’m doing:

    1. Visit site from outside US (Sweden)
    2. Add item to the cart
    3. On the cart page, click “Checkout with PayPal”
    4. Checking out with a PayPal sandbox user with location: Sweden
    5. PayPal shows subtotal + shipping (currently set up as flat rate): https://cld.wthms.co/mQVd/3fmjPk31
    6. Returned to the WooCommerce checkout page, where the same options and totals are showing: https://cld.wthms.co/y6V0/608mL1Vi

    Can you explain further where this is going wrong for you?

    Hi, I’m having a similar problem as well! Submitted a ticket with WooCommerce but not having much luck either…

    I have two shipping zones (Domestic – US only) and (Rest of the World), shipping is $8 for domestic and $20 for everywhere else. A customer was able to make a purchase from Germany and was only charged $8 for shipping. I’m pretty sure this is happening because the customer is able to choose any country from the Paypal modal and checkout.

    The crazy part is that I don’t even allow selling to Germany since I didn’t include that country in the settings… Something is definitely not working correctly with Paypal Express plugin…

    @vladicorp Hey there ?? It’s been a while since we’ve heard from you on this issue, but I wanted to check in. Are you perhaps selling/shipping only to specific locations? We’ve found that PayPal Express Checkout isn’t honoring those locations, so customers from excluded countries can still place orders and receive a shipping rate.
