International addresses requiring State

WooCommerce 3.9.2 with all updates, 2017 theme. Very few addins.

When checking out, from a Country such as Puerto Rico, the customer is not able to complete the checkout due to the required field such as state in the billing and in the ship to address holding up the process. Puerto Rico does not have any ‘States; within its’ territory. This is just one of many countries.

Some International Addresses do not have States, yet the State Field is required. Is there any way to change the Required field to not show when an address is picked outside the USA?
