Internal redirect works, but external does not

e.g.,
I set up the Source URL as:
* https://website.com/Phase_II_Maps/
but it gets shortened to
* /Phase_II_Maps/
and, when i go to that page from within WordPress, it works fine. But if I go to that page from outside of WordPress, e.g., type “https://website.com/Phase_II_Maps/” directly into the address bar, it just goes to that page, not executing the redirect.
Any thoughts?
