Internal anchor lands below linked-to header–how to fix this?

Internal page navigation isn’t working right. I have several internal links on my pages that work just fine in all browsers except Firefox. (I am currently using Firefox 20.)
In Firefox, the internal anchor links land below the header containing the anchor ID and the user gets lost because they can’t see the header. They have no idea where they are on the page. In Google Chrome, Safari, and other browsers, it acts normally where the anchor link lands on the linked-to header.
Is this caused by the Twenty Eleven theme or is it some strange way Firefox handles anchor links? Is there a way to fix this for Firefox in the CSS?
