Intermittent problems with downloads

    Our site has had the problems with downloading since the recent update. I’ve followed the fixes (the Permalinks setting and clearing the cache) which worked for some users in the organisation. For others, the problems with downloading have returned a number of times. It is not consistent across all users (some have reported no problems). Do you have any suggestions about why the problem might only occur for some users?
