I understand that sometimes the new order email is not delivered to the admin inbox.

In order to fix the problem, we need to know where it’s generating from, for instance, is the email being processed by WooCommerce but failing when sending or WooCommerce is not able to generate the email in the first place?
The easiest way to determine this is with an email logging plugin like WP Mail Logging which you’re already using. If the email is logged, then the problem is most likely with the server’s email-sending functionality.

Additionally, although it may not be directly related, your server’s PHP version is becoming outdated. Please consider upgrading to version 7.4 and increasing your PHP Time Limit. A limit of 30 appears to be too low and could potentially cause unnecessary bottlenecks.
