so, how to fix? ‘Order Page (Condition)’ should be on or off? what is the function it holds?
no docs tells anything of this this, nor notice what so ever. i need to be able to change order status regardless of the min-max rules.

You have to on the ‘Order Page Condition’ button. ( https://prnt.sc/T_NHuxHymJSW )

Then go to Plugin – WooCommerce>Orders
you will able to use min-max and step rules in the quantity section. Look here: ( https://prnt.sc/T_NHuxHymJSW )
