    “INSTRUMENT_DECLINED” or “The instrument presented was either declined by the processor or bank, or it can’t be used for this payment” is an error from PayPal and it could be because the buyer canceled the process at checkout, or their card couldn’t be charged.

    To address this specific issue, I recommend informing your customers to ensure that they have sufficient funds in their account or to try using a different payment method. If the problem continues to persist, you will need to contact PayPal Merchant Technical Support directly.

    Hi Krystian, I did contacted PayPal Merchant Support.

    But they couldn’t really solve the problem, they said the “INSTRUMENT_DECLINED” issue was the problem of buyer’s side (or bank/card issuer).

    However, after I did a deep clear cache on both SiteGround Admin and WordPress Admin (FlyingPress plugin & SiteGround Optimizer), I found that the issue “INSTRUMENT_DECLINED” has decreased significantly!
