    We keep recieving this message frequently on our woocommerce site:

    “Instrument declined. The instrument presented was either declined by the processor or bank”

    I think it’s unlikely that the payments are all being declined by the bank, but unsure as to why they are so frequent – is there a way to test this?

    All of my test transactions go through fine using VISA, AMEX, Paypal, etc. Is this a known issue?

    Hi @rrossco,

    The PayPal MTS would be in a better position to provide more details about eventually declined payments.
    Previous integrations may not have created and displayed WooCommerce orders with errors like these in the same fashion but the plugin is merely the messenger for rejections like this. Beyond this, the recent implementation of 3D Secure v2 on PayPal’s end is generally a bit stricter compared to how credit cards were processed before. This can more quickly lead to payment declines. But this would be primarily an issue with the card provider.

    For the PayPal Card Processing, you can decide between different 3D Secure contingencies with the current default “Always” being the strictest as PayPal would then reject cards that don’t meet the SCA requirements. Setting it to “When required” may cause fewer card declines.
    Anyway, the MTS should be able to provide more details.
