install.php not showing up!

im pretty sure ive done everything right and now i dont know what to do. when i go to
https://www.whatsemo.com/blog/wp-admin/install.php
like im supposed to to get WP started, i just get a blank page. even when i goto “https://www.whatsemo.com/blog/” its just a blank page.
anybody know whats up?
