Installing WordPress on a 1and1 domain – has no MySQL or PHP

I am trying to make a blog (well, eventually migrate one from blogspot) on a domain I bought on 1and1.com. But the simple package I bought does not come with a database on the server – no MySQL, nor PHP nor PHPMyAdmin nor Fantastico no cPanel. What should I do? Am I SOL? I cannot quite believe that… I suspect that I should use WAMP (I run Windows XP) but am floundering around. I’ve been all over the Codex pages on installation and cannot find any simple instructions on what ELSE to do besides putting WordPress itself on my server. I assume that I need to install a database on my server, right? Any simple instructions? Thanks!
