I have been asked to fix my car club’s web site https://www.BCHRA.org and it is up and running on some old web server. After looking at it, I decided it was best to start new. I then went to my company’s website installed WP in the WL folder and created a test BCHRA.org. The club liked it and now it is time to do a good one. I have an account with BlueHost now and installed Word Press in to the folder WP. I have started to create the Word Press pages and plan to get it working, then shut down the old site and move the Domain name over. One of the problems I am having is we have 200 old monthly newsletter in PDF format that we have to keep online. I was going to use a link. The files have been loaded up to BlueHost to public_html\data\headliner. WordPress was installed public_html\wp. Should I have loaded WordPress into WP or the root? Can it be changed now?

If you can access/manage those PDFs from within the regular Media library, you can leave them right where they are and use Add From Server (plugin) to copy them to the Media library and register them inside WordPress (then either leave them in both places or delete the first set).
