installed plugins missing

Who said anything about us being able to see what plugins you have installed?

when I install anew plug in the installed plug ins are shown on dashboard but when I log out and log in they do not

Have you checked the wp-content/plugins folder to see if the plugins are still there?

yes. They are there at wp-content/plugins

Try resetting the plugins folder by FTP or phpMyAdmin.
