Installed blocks overlaying slider. Cannot move them down

I’m using the free Soliloquy version.

How can I prevent blocks, which are supposed to be below the slider from overlaying and going behind it. They dont actually move when the block is placed at the top of the page. They should be well below the slider with a 60px gap.
