Installation issues with "Already installed"

Installed plugin, all by instruction, followed installation, then I end up on Already installed screen, and any attempt to visit website or login leads to the same screen. How can I fix it?

I see sqlite file created by of zero length. I ran sqlite3 and checked if there are any .tables inside, there is nothing.
