Installation hanging

I am trying to install wordpress on a local host using xampp. I followed these instructions to the letter, which is a confirmed method of making it work.
When it comes to actually installing wordpress, through the normall install process, the application is hanging up. I dont get an error message, it just sits seemingly doing nothing but with internet explorers ‘loading’ bar. I left it for around 40 minutes, and nothing new happened.
It does this between stage 1 and stage 2, so after I put a user name and email address and click continue.
I checked the database, and 10 tables were created along with a user.
I tried to just log in using the password stored in the database, but it didn’t work, though I assume it is encypted or something.
I tried to get round it by using the password recovery, but when I click ‘get a new password’ after entering the user name and email, the same happens, it just sits with a progress bar.
I dont know what else I can try. I have re-installed xampp, re-downloaded wordpress, and disabled IIS.
I have tried re-installing various times, and the same thing is happening.
Any help would be wonderful. I should note that I am using Vista business edition, in-case of any known compatability issues, but I can not see any.
