Installation Error: authz_core:error

When I try to do a fresh install on new domain I get the following errors in Firefox:
The page isn’t redirecting properly
Firefox has detected that the server is redirecting the request for this address in a way that will never complete.
In the error log at my host I get this:
[Sun Jul 03 15:12:09.120893 2016] [authz_core:error] [pid 913248] [client myipaddress:14078] AH01630: client denied by server configuration: /home/myid/public_html/mysite.com/wp-admin/install.php
Anyone have any ideas?
