Instal question

    I am new to wordpress. I signed up online and saw that I can download it to my desktop.I did so but when I read the installation instruction I find I can’t do them. Is it because I do not have my own webhost ( my web address has …..wordpress.com) please help cause I also see that I cant install plugins on my blog.
