Inspect element taking up screen space when logged in as administrator

I get an inspect element that takes up about a 1/4 of my page when I am logged into my wordpress site. I don’t know how to remove it. Its annoying and does me no good. I have tried to describe it and nobody understands what I am talking about. I am the only one who can see it as the administrator. I uploaded a screen shot showing the element at the bottom of my screen.

I’m on an i-mac and have latest versions installed of everything. I think this may have started when I upgraded my genesis or WP most recent versions.
