Inserting media over 9 megs

Those files may not currently exist in the wp-admin folder. Create php.ini and php5.ini with the given lines and add those two files to the wp-admin folder.

i did the htaccess method and put it in my wp_admin folder i believe

As I said before, no single method will work for all sites. In some cases, the hosting service sets a limit which cannot be changed by the user. You should talk to your hosting support to be sure that you are allowed to change the limit.
