Yes, XHTML 1.0 strict is very old. But that means: there is no need to think about whether the title attribute is good or bad. It works for more than ten years very well. That’s what I mean,
The most modern standards, and the ones you should strive towards, is HTML 5 or HTML 5.1 which is currently in the working draft phase: https://www.w3.org/TR/html51/
These standards are not finished yet.
Note that the HTML 5 standards define both HTML and XHTML specifications.
Yes, I know! And also in HTML 5, the title attribute is still valid. So also by this view it is not necessary to think about to delete the title attribute in WordPress. There are so many thing which can be developed in WordPress. But why the hell the developers destroy the workflow which is valid by w3c and good since the first WordPress version?!

Now please do not read too much into what I wrote. That’s not being arrogant or any other negative descriptive adjective of your choice. The fact that Otto came up with a plugin to address that is good and IMHO that’s where it belongs.
In my opinion this is damn arrogant! Ok, let’s use a plugin to restore a main function of WordPress Core. But this is not where it belongs!
Even the discussion about the question whether to destroy that good function and to put it into a plugin is just ridiculous!
The consequence, that function got deleted, is just sad! Give me my title attribute back in 4.2.1!!
