Insert special characters through editor

What would be the easiest way for a non-technical blogger (my father) to insert special characters (namely Swedish characters like ???) when blogging from computers which do not have Swedish keyboards?

Does any one have any idea if there is a plug-in, a core hack or a wysiwyg editor that would do the trick?

The blog is WP 2.0
