Insert mp3 into link?????

I am trying to get my mp3 to play when hovering on a link.
The web Page is https://arcadiahistoricalsociety.org/
On Donate to Police car when clicking, it goes to the link. I want my siren sound to play when clicking or hovering over the “Donate to Police Car”.
Help please.
