Insert Manually with options

Could you tell me how I can manually insert the plugin on a page with the filters I would like, please?
I know I could do something like this:

?>But I would like it only to call:
1 post
an excerpt (15 words)
show ‘read more’
filter to show a certain categoryMany thanks,
