    inline CSS means that your CSS is in the HTML, so for a second or third page request on your site the CSS gets downloaded over and over. if CSS is not inlined, it only gets downloaded once and then served from cache (assuming the CSS is the same).

    so it’s not the visitor-rate as such, but the number of pageviews/visit (or visitor) that is (can be) a determining factor in choosing between the CSS delivery options.

    whats is better Inline all CSS on or off?
