India paypal business account not working.

I used Wp user frontend plugin on my website for subscription,This plugin paypal Singapore and more country business account is working but I configure India business account api not working.I need paypal working in India. could you give the reason.

And as far as I know Indian Govt. also restricted purchase on digital goods which is more than 5000 INR. So, in that case please contact with your bank associated with your credit card so they avail international purchase authority to you.
