index.php doesn't load

i’ve done a fresh install of wordpress 3.1 and mySql 5.5. For some reason the index.php homepage does not load. all other pages work fine but the index page. not sure what to do i’m kind of a newbie. I have all plugins and widgets disabled. its running on win 2003 r2 64bit and php 5.3.5
