incorrect_cvc but the required amount was withdrawn

Hello,
We have an order with failed status because of incorrect_cvc.

Also, Stripe Dashboard has added this note:
The charge was blocked. This charge may temporarily appear as pending on the customer’s statement before being removed.

But the user has received a message that the required amount was withdrawn from his account.

Can you please explain this status?
