    Hi, I have a single product ecommerce site using Woocommerce. I have a single tax rate set up which is 6% for customers in Florida, USA. Currently everyone outside of there should have 0% tax. I am having an issue with the 6% tax rate showing every single time on the Cart page, even for new visitors who do not have a state value attributed to their billing or shipping details.. However, when I go to the Checkout page the tax rate works correctly. The 6% tax only shows up in the Cart Totals when a Florida address is entered. I want this to be the same on the Cart page as well, but I’m not sure what I’m doing wrong.

    Okay, let’s first understand how WooCommerce determines tax for the user.

    Under WooCommerce > Settings > Tax we can define which address will be used to calculate the tax. If you have selected Shop base address then the customer will see the tax on the cart before even adding their shipping address.

    So, if you want the customer to see tax only for their billing/shipping address then select any of the other two options.

    There are other settings related to this is the default customer location under the General section of WooCommerce settings.

    You have to interchange these two settings so that WooCommerce does not get default location to show the tax before customer puts their address.
