Inconsistent arrow layout: Up arrow is open, down is closed

Looking at the arrow options:
Plus Sign and Minus Signmeaning closed and open
whereas
Up Arrow and Down Arrowmeaning open and closedI think there is other a problem with the wording within the settings or how the layout is done.
I guess probably the settings page is right, but in the css layout it is a bug and swapped by accident.
Can this be fixed.
