Incompatible with Ultimate VC Addons and breaks theme

I have a client with a site that uses Visual composer. When I activate the cookie consent banner it seems to prevent the Visual composor from generating it’s css.
It normally adds these lines in the <head>
<link rel=’stylesheet’ id=’ultimate-google-fonts-css’ href=’https://fonts.googleapis.com/css?family=Lora|Open+Sans&subset=latin-ext,latin,cyrillic,latin-ext,cyrillic,greek,greek-ext,cyrillic-ext,latin,vietnamese’ type=’text/css’ media=’all’ />
<link rel=’stylesheet’ id=’ultimate-style-css’ href=’/wp-content/plugins/Ultimate_VC_Addons/assets/min-css/style.min.css?ver=3.16.21′ type=’text/css’ media=’all’ />
<link rel=’stylesheet’ id=’ultimate-headings-style-css’ href=’/wp-content/plugins/Ultimate_VC_Addons/assets/min-css/headings.min.css?ver=3.16.21′ type=’text/css’ media=’all’ />But with the cookie bar turned on this doesn’t happen.
