Can you provide a site url that we inspect. There may be a plugin conflict. Or there may be something else going on. Hard to say without a url to inspect.

You may also want to test for any plugin/theme conflicts with Popup Maker and ACF per this documentation article. Might be a quick way to see if you can isolate the source of the problem.
