Include Private Posts in filter options

Currently if a Post is set to Private and there are no Public Posts that share the same taxonomy, for example, there will not be an option to filter by that taxonomy. How can you include private posts to all filter options.
Example:
I have a post type “vehicles”
Vehicles have a taxonomy “Makes”
If there is only one Vehicle with the Make Ferrari and it is set to “Private” Ferrari is not available to to filter by.
I need to be able to filter Makes of Private vehicles.
