The plugin will show enabled, possibly network enabled, or else disabled.
I usually leave disabled plugins around if I think I want to use them again.
And, if you are running a network (multisite), you’ll want to be careful deleting plugins by ensuring they are not enabled anywhere within your network.
That’s about all you really need to know on that front except if you have a plugin breaking your website you can FTP in (or use your host’s file manager) to temporarily rename the plugin or the whole plugins directory to kill that plugin long enough to find and fix the issue. I usually just add ‘1234’ to the plugin or directory’s name.
