Inaccurate graph heights

I seem to be getting inaccurate readings when creating a chart using the following csv data:
Country,1 yr,5 yr
Austria,2.0,3.0
Hong Kong,4.0,5.0Please see the image for proof. Has anyone experienced this, can anyone give any pointers why this would be the case?
