In-page links not working

When clicking on in-page links made using <a name="blah"><a href="#blah">, nothing happens.

I’m using the Coldbox theme and have asked the developer about this, but have not gotten a reply. It seems to be an issue with the theme as these links work fine using Twenty Nineteen. I’m hoping someone here knows what is causing this and how I can fix it.
