in All pages comment is not allowed???

there is problem with page comments in my localhost wordpress.
and this problem exists since I have wordpress in my localhost (in all versions ..2.6-2.7)

the problem is that: in all pages comments is not avilable, as if disabled by admin. But in admin settings all right, comments and pingbacks is allowed.

– this is not theme problem (i’v tried many of them);
– not comp or apache, mysql problem i’ve tried in many of comps;
– not database probelm, same problem with empty and new created blogs.

any suggestions, please?!
