Importing PDFs

Hello,
I am a non-technical user experimenting with Gutenberg in order to be ready for the change. I have noticed that the new editor seems to lack a feature that I use all the time and that is important to my workflow. I write a law blog about recent court decisions, and typically my workflow (in the old editor) is as follows:
1. Write about the case in the editor
2. Download a PDF of the decision from the court’s website
3. Click the “Add media button”
4. Drag the PDF into my media library
5. Copy the address of the PDF from the “attachment details” panel to the clipboard
6. In the editor, insert the a href link tags using the new URL to the appropriate text in my article.In Gutenberg, as far as I can tell, this works the same way, except that I find I have to create a new image block, click “insert from media library,” and then proceed as above. But then I have to delete the image block when I’m done.
I think it should be possible to upload the PDF without creating a block just to facilitate the upload of the PDF, and then deleting the block. Perhaps I am missing something, and if so I’d be glad to learn! But I am hopeful the process for uploading PDFs that are not going to be displayed as blocks into the media library can be streamlined so that I’m not creating blocks that aren’t going to be in the post.
