Importing not possible on Pantheon test- and live- branches

    I am hosting my WordPress sites on Pantheon.

    When trying to use this importer, I receive an error message:
    Import You must have the ability to install plugins to upload an export file. Please contact the site administrator for assistance.

    This error does not occur on my dev- branch on Pantheon, but does occur on my test- and live- branches. I believe this is due to the changelog item saying that:

    • Restrict uploads to users that can install plugins for better security.

    My guess is that this is because Pantheon restricts the ability to download/install plugins on their test- and live- branches, but allows it on the dev- branch. Due to this, this is a bad permission to attach to.
