Importing Bing Webmaster Tools

I am trying to set up the Bing Webmaster tool suite but I am not sure how to do this. The Bing site tells me to upload an xml file into https://www.uniquebabyquiltboutique.com/BingSiteAuth.xml but I don’t know how to create that subdirectory. Any help is appreciated. Thank you
