We have been importing CSV files successfully for years.
Currently, trying to import as we have done previously, only some of the events get imported. Approximately 5 events are brought in from a CSV file with 18 events.
We have not changed the file format.
None of the missing items are in Draft or Ignored.
The Dashboard message after import just reports a few events brought in, not all of them. In the last try (of several) it reported
    “Import complete!
1 new event was imported. 4 existing events were updated.”

I have enabled sharing with support in the Troubleshooting tab.

HERE’S A SAMPLE OF THE CSV CONTENT
    Event Name,Event Start Date,Event Start Time,Event Category,Venue Name
    Aft./Eve. Services ,3/16/2022,6:40PM,Services,VCJC

    Hi there,

We’re back with good news for you.

Our developers have improved the reliability of the CSV imports, and we have just released it on the most recent Events Calendar update.

Please update your Events Calendar plugin to apply that to your site.

    Best Regards,

I couldn’t say the CSV import works better than before the update. Still 20 out of 120 events are not imported at all.

Furthermore, I can’t find reliable information in the knowledge base, when an event is considered the same via CSV import. The name alone is and can’t be the only identifier, because then it wouldn’t import that many events.

I have just encountered this error too while trying to import csv files using the plugin.

    My site uses PHP8.1.

FWIW, I imported three files (events, organisers, venues) and I noticed that one line was getting dropped from each, and it was/is always the same line; line 7. Leaving that line blank in your csv file seems to be a temporary workaround. I have only tested this up to ~11 entries in a CSV file as I am evaluating whether to use Events Calendar Pro for a bigger job. I will report back if I encounter this error at other lines in larger files.

    Hope this helps someone.

My problem was solved by downgrading the php version from 8 to 7.4

Had the same issue: Importing 10 events out of 150…

As @znaa suggested, I had to switch to php 7.3.33 to import and it worked, but 90 out of 150 events got wrong start date (1970-1-1 00:00).

This problem is definitely NOT solved.
