Import Layout and moving handles

Hi,
Some further testing of the block editor and I see a small issue common to many section/row type blocks. Once I put blocks into the columns it is impossible to hover and get the handle to move them around, move them to another column or move them out of the row.
I think this is a general Gutenberg design issue.
Also Import Layout does nothing?

As I knew, you can move the block to another row and anywhere as Page Builder does.
