Images missing after moving from localhost to live instal.

Hi there… I have the following message showing up.
Unable to create directory wp-content/uploads/2014/01. Is its parent directory writable by the server?
I am using GoDaddy Windows Pleks hosting. I have just moved my site from a locally installed environment to the live website. everything in the site works… the theme shows up and all mys saved changes, the posts are there…everything except the images.
The image uploads are there and still attached to the pages/posts that they were originally attached to in localhost. I tried changing the url to point to the current website, but it does not allow me to change it via admin area. I’ve done this before and it allowed me then. in fact I did this before with the very same website. So i know I shouldn’t have a problem.
What’s interesting about this is that the images are in my wp-content folder arranged into monthly uploads. But the images itself does not show. All the other data is in my media library (title, url etc)
I’ve been through the forums and it’s been suggested to change the permissions folder?
What exactly should I change this to, and how exactly do I do this. is this even the problem?
