Image will not upload

I do not know the wordpress version. I got the blog as part of my new hosting package from Network Solutions.
Problem
The blog loads fine. I can make text posts.
When I go to load an image, sometimes the icons on the comment box show and sometimes they don’t. When they show, which is once every few days, I can load an image. When the Icons are not there , I cannot load an image.
I run windows 2000 Pro. I don’;t know if this has anything to do with the problem, but when I go to sites, even a good one like pgatour. com I get a bos that says the ceritifcate is not valid. I run McAfee with an auto update.
My brother has the same hosting package and has no problem. He can access my blog and upload images just fine.
Can anyone they mehow to fix the problem.
